Shirley Jackson wrote a history called "The lottery" in a brief summary it is about a town that has the tradition to throw rocks to the "winner" once a year, what a prize. But we can ask how can someone take another person's sources and build another work based on the original author's work? Easy they just need to build a story that shows at least one or more symbols or ideas of the original story and show it with different names of the characters, a different setting but a similar mood. So the Simpsons creator took Jackson's story and modified its details, but the theme was the same, so he changed the characters, the victims of the tradition, the tradition and turned it into a different story.
